Equity through sport for youth development / ETSYD is a project that aims to improve social inclusion, equality, tolerance, fair-play, the reduction of educational difficulties and the lifestyles related to health thorough promoting and enhancing voluntary activities in sport for the young people aging 7-19 years old from 6 the most underprivileged schools from Bucharest, sector 3, Romania, for 18 months. According to the Bucharest municipality – Sector 3, in 2011, the most underprivileged schools and high schools from sector 3 were: the „Mexic” Secondary School (286 pupils), the Secondary School No. 95 (568 pupils), the ”Decebal” Theoretical High school (1240 pupils), the Special Secondary School No. 5 (209 elevi), the „Voievod Neagoe Basarab” Secondary School (319 pupils), the Secondary School No. 86 (760 pupils). The target group (the direct beneficiaries) represents the children and the teachers from these schools while the indirect beneficiaries of the results of the project will be the sport teachers, the parents, the friends of the youngsters involved directly in the project’s activities as well as other education facilities informed through dissemination activities.
The general project objective will be achieved by reaching the following specific objective of the project:
O1. Strengthening cooperation between institutions and organizations active in sports and physical activity, both at partner’s level during the 18 months of the project as well as at EU level through the project’s website during and after the project. For achieving this objective, we will organize the kick-off meeting with the team project and a round table with the representatives of the partners in the project and the city hall of Sector 3, Bucharest, in order to improve their understanding of their role in developing further sports and integration through sport events for the community. Moreover, these activities help creating new partnerships on long term between the organizing team as well as experts in the field. In addition, we will organize the work procedures and the further steps of the project. Also, we will design and create the project website, which has the main role of dissemination the results.
O2. Raising awareness regarding the role of sport in promoting social inclusion, equality, tolerance, fair-play, and the healthy lifestyles while tackling the educational difficulties for youngsters aging 7-19 years old from 7 the most underprivileged schools from Bucharest, sector 3, during the 18 months of the project. For achieving this objective, we will organize games and sport competitions inspired by the partner’s experience in the integration of youth through sport dedicated projects/activities.
O3. Developing the knowledge of the target group about the rules which, once acquired, will help develop an attitude of self-confidence building, promoting tolerance, combating discrimination in society and conducting a healthy lifestyle during the events scheduled in the activities timetable. For achieving this objective, we will develop several activities, among which: elaborating a questionnaire both at the beginning and at the end of the project to emphasize the attitudes of the target group regarding healthy lifestyle, tolerance and the role of sport in social integration; organizing traditional European sports and games from each participant country.
O4. Improving the exchange of best practices through the transfer of know-how among partners and between experts about sport from the partners and the sport teachers involved in the project during the 18 months of the project. For achieving this objective, we will organize dedicated sessions devoted to different types of games and sport proposed by each partner and we will evaluate the best sports that will bring the best outcomes for the target group.
O5. Improving the education practices and policies through European traditional sport for young people during the 18 months of the project and after the end of the project. For achieving this objective, we will create a study in the last months of the project that will gather all the information regarding the questionnaire’s results, applied sports, the methodology, the results and the best outcomes of the activities developed in the project. Also, we will organize a follow-up round table to discuss the project organization and what could be done better in the future as well as making short proposals about policy improvements in the field at EU level.
In addition, the dissemination activities of the results of the project will help achieving the above specific objectives, the general objective of the project as well as the objectives of national and EU strategies connected with the issues promoted in this project.
These objectives and activities are in accordance with the European and national policies on sport and youth. For example, the project will contribute at achieving the goals of the White Paper on Sport (European Commission, COM/2007/0391 final: http://eur-lex.europa.eu/legal-content/en/TXT/?uri=CELEX%3A52007DC0391), in which the European Union recognizes the vital and various roles of sport activities in achieving the sustainable development of our European society by emphasizing the social and economic impact on society. Our project activities will enhance the improvement of social dimension of our society by “enhancing public health through physical activity”, by “enhancing the role of sport in education and training”, by “promoting volunteering and active citizenship through sport”, by “sharing our values with other countries” and vice versa and by “using the potential of sport for social inclusion, integration and equal opportunities” (EU White Paper on Sport). Also, our project activities could foster growth and job creation while improving the changes of employability of young generation in medium and long term (EU White Paper on Sport). In addition, our project will contribute to the good implementation of the specific EU strategies, such as gender equality, and of the Europe 2020 Strategy as it is also recognized in the EU Work Plan for Sport for 2014-2017, which stipulates that EU aims to “promote better recognition of the contribution of sport to the overall goals of the Europe 2020 Strategy given ... its positive effects on social inclusion, education and training as well as public health and active ageing” (http://eur-lex.europa.eu/legal-content/EN/TXT/?uri=CELEX:42014Y0614(03)).
According to the Eurobarometer’s studies on the Sport and Physical Activity (from 2014 and 2009) the proportion of EU people who do not exercise at all has increased in 2014 compared to 2009 from 39% to 42% while 60% of the Romanian people never exercise, being the fourth country at EU level which register the worst situation. Also, Italia is the fifth and Greece is the sixth position regarding the persons who never exercise while Finland is one of the best positioned country at EU level considering this indicator in 2014 with only 15% of people who never exercise (ec.europa.eu/public_opinion/archives/ebs/ebs_412_en.pdf). This context highlights the first need of implementing this proposed project as well as emphasizes one reason why among Romania were chose as partners Italia, Greece and Finland. Another reason of the structure of this partnership is the geographical and cultural differences between these countries: Romania is a eastern country, Finland is a northern country, Italy is a southern country while Greece is also a southern country, but with different cultural background, with a different know-how in the domain as well as different involvement of population in sport activities.
Nationally, the project will contribute at achieving the objectives of the Romanian National Strategy for Youth for 2015-2020 (mts.ro/wp-content/uploads/2015/01/Strategia-tineret-ianuarie-2015.pdf), which, among others, aims to improve the education techniques applied in sport that will be achieved by the project activity related to the creation of a comparative study on the outcomes of the applied European traditional sports and games from each partner. Also, the strategy highlights the need to improve education through sport activities for a healthy lifestyle and active citizenship that our project will promote and do. Likewise, this youth strategy emphasizes the need of developing more sport activities in the more developed Romanian regions while increasing the sport events in schools (p.22).
According to Development Strategy General Directorate of Social Assistance and Child Protection in Romania (Strategia de Dezvoltare a Directiei Generale de Asistenta Sociala si Protectia Copilului, 2014, sector 3), in Bucharest, sector 3, there are 78.007 children ageing 0-19 years old, of which 51.49% boys and 48.51% girls. Of the total number of children in Sector 3, 1.8% benefited from social services or exceptional financial benefits and, between 2008-2014, on annual average, 185 children received primary services, 816 children received specialized services and 448 children received social benefits. In 2014, in sector 3, there were 813 registered children with disabilities, an indicator which increased by over 60% since 2008. From the selected schools, 569 children belong to the vulnerable groups (poor families, parents abroad, Roma persons, etc.), 36 children are at educational risk (absent children, dropouts, etc.), 4 children have behavior problems, and 227 children present disabilities of various types.
In this context, there is an obvious need of developing sport activities for youth in Bucharest - Sector 3, as our project aims to tackle above mentioned problems through sport activities.
Our organization has a partnership with Bucharest municipality, Sector 3, for a better implementation of the project as well as for permanently correlating the objectives, activities and results of the project with local and European sport aims. Furthermore, this partnership could lead to future projects or policy measures implementing by the city hall from sector 3, Bucharest.
